Norton spots Arthur early on, but doesn't approach him right away. It wouldn't do to seem too chummy. But about half an hour later, he minces up to Arthur with a bright and absolutely vacant-headed smile on his face; it's a smile designed to give the impression of a person who is both friendly and completely oblivious to gossip or to other people avoiding Arthur. And since he's been chatting with almost anyone he can, flitting from one conversation to another, he thinks he's laid the groundwork for it to not seem too suspicious for him to be seen talking to Arthur.
